VOTE FOR VANNOY RECAP: NOW, VOTE FOR CINDY.

     On May the 8th, West Virginia held its primary election. I was a candidate that night. The Democratic primary for West Virginia's two delegate seats from the 42nd district was a race that West Virginians can be proud of. In our race, we brought up problems West Virginians face (the opioid crisis, the teacher strike, lack of leadership in the state legislature, lack of revenue for the state, the banking issues within the medical marijuana bill, etc. etc.), and presented our solutions to those problems. Often, any one of the candidates would bring up ideas, and the others would voice support for that idea. If we disagreed, we did so civilly. The respectful and friendly democratic primary race for delegate was exactly what West Virginia should have in all elections. I'm proud to have taken part.

     I lost the May 8th election. The two candidates that won are  now the Democratic nominees that I will gladly vote for in November. I wanted to write this blog about one of the nominees that ran the kind of progressive campaign that I can support whole heatedly, Cindy Lavender-Bowe. 

     Cindy is a small business owner, former teacher and a mother. She comes from a family of coal miners, electricians and nurses. She has her Masters degree in leadership studies from Marshall University. She was endorsed by the Working families party, the WV School Service Personnel Association Political Action Committee, the WVEA, the AFL-CIO and the UMWA. 

     Most of that you can find on her web page, www.cindyforwv.com. Now, I want to tell you about the Cindy that I got to know on the campaign trail. If elected, Cindy will be the kind of delegate that will stand up for the working class of West Virginia. I know, because she has already done it. She stood with teachers on the picket line here in Greenbrier county, WV. She was speaking out for better pay and insurance for our teachers and state employees. West Virginia has a teacher shortage of over 700, because teachers and state employees often find better paying jobs working out of state. The hard won pay increase grudgingly approved by the state legislature is a step in the right direction to correcting the shortages. If elected, Cindy will continue the fight to help the working class of West Virginia.

     Cindy will be the kind of leader that will make the hard choices, not because they are popular, but because that's what leaders do. I know, because she has already proven she will make the hard choice of speaking truth to power. She received an F rating from the NRA because she had the courage to tell the truth. There is room for the second amendment and common sense interventions meant to save lives. 

     Cindy will be the kind of stateswoman that can bring people together to achieve a common goal. I know, because I've seen it. She held a get out the vote rally the day before and the day of the primary election, and invited all of the Democratic candidates. She wanted us all to bring as much enthusiasm that we could muster for the election. She knows that when more people participate in elections, the better the outcome for the citizens of our state. It worked too. The Greenbrier county levy passed with flying colors. Maybe her "Get out the vote rally" helped. She also held an election night meeting of the Democratic candidates, because she knew that no matter who won, we had to stick together. 

     Cindy will be the kind of Delegate who will care about families and children. I know, because she was a big supporter and promoter of the Greenbrier county school levy. Had the school levy not passed, teachers would have lost jobs, children would have lost out on art and music programs, school security would have suffered, etc. etc. 

     Cindy will be the kind of Delegate that actually cares about combating the Opioid crisis. I know, because I've heard her speak on this subject. She attended and spoke at the pro Marijuana rally because Cindy knows that West Virginia needs to change in order to overcome the opioid crisis. I heard her speak about her extended family's struggle with drug addiction. Its not just a problem that she reads about in the paper. She understands what other families are going through. Cindy will act to save lives by creating and supporting legislation to combat the opioid crisis. 

     Cindy will be the kind of Delegate that will speak up for the downtrodden. I know, because she has already done so. Cindy has spoken about the need to shift the tax burden from working class West Virginians to the corporations and the wealthy. Cindy joined the march through the streets of Lewisburg on Martin Luther King day in celebration of the reverend and his life's mission to promote equality and combat poverty. Doctor Martin Luther King's message is just as important today as ever. I'm glad we have a Democratic nominee who supports that message.

     I will share with you here though, the questions and Cindy's answers. 

“What qualifications do you have that will enable you to successfully represent your constituents if elected?”

Bowe (House-D): “As a former middle school teacher, and I have a teenager at home, I think I’m pretty equipped at wrangling knuckleheads. Seriously, I’m a hard worker, I’m passionate, I am passionate about West Virginia and the people. The only reason that I’m running is to be a voice for those people, the people that no one else is fighting for. Not the millionaires, not the out-of-state corporations, not special interests. I will not be beholden to anyone but you.”

“What new sources of revenue would you consider to be the best way to make West Virginia more solvent?” 

Bowe (House-D): “I believe we need to start with shifting the burden from the working families to the corporations. That means increasing severance taxes on extraction industries, and increasing the corporate tax which was decreased several years ago. It did not bring the jobs that we were promised it would bring… We are an agricultural area. Elsewhere in the state we have the side effect of mountaintop removals, and that’s the perfect place to grow cannabis and hemp. I think that could be a brand new source of revenue for our state.”

“What long term funding sources for PEIA would you support?”

Bowe (House-D): “I’d like to see what the PEIA task force comes up with and react accordingly, but I want to make this clear, I think that any long term solution to funding PEIA has to be at the benefit of the public employees and not the insurance industries. For too long West Virginia legislators have been in the pockets of big business, and we’ve got to change that… We can increase some of these taxes that aren’t going to drive business away.”

“Can you explain why you identify with the political party you have affiliated yourself with? Please no mention of the opposing party in your answer."

Bowe (House-D): “I identify with the democratic party because to me, the democratic party has always been the party that fights for working families. That is at the core of who I am. The democratic party is also the party, I believe, that works for progress… It’s about the future and thinking forward.”

“What is your feeling and position on imminent domain and the pipeline going through our districts?”

Bowe: (House-D): “Imminent domain is necessary… however, in this particular instance with the MVP pipeline I don’t believe it should have been applied here.”

“In view of the economic state of West Virginia, plus the opioid addiction problem and the lack of organic and holistic healing medicines, what is your position on the way the House of Delegates handled Bill 4345, the medical marijuana bill? Would you try to make a reform pro or con?" 

Each candidate explained their support of the bill, except for Hill, who is against the smoking aspect of the medicinal marijuana but not other forms, and Utterback, who said he didn’t have enough information to make a decision.

VOTE FOR VANNOY: SUPPORT YOUR LOCAL CWA!


   

















     The Communications Workers of America, in West Virginia, are on strike. I wanted to know what was going on, and why they went on strike, so I went to talk with them today. I went down to Fairlea, here in Greenbrier county, where they have their picket line, and here is what they told me. They like their pay, insurance is good, but since Frontier has taken over from Verizon in 2010, Frontier has eliminated 500 jobs in West Virginia. The CWA wants job security for its members. Frontier continues to eliminate jobs, and expects more and more out of the remaining workers. So, if you've ever wondered why it may take awhile for Frontier to respond to an issue, there is your answer. In fact, customer complaints regarding Frontier's services have been getting more and more frequent, rising 69 percent over the past three years. If Frontier has it their way, it will only get worse for the citizens of West Virginia. The CWA is striking for job security, and if they get what they want, the citizens of West Virginia will benefit.

     I spoke with my father-in-law, who is a retired member of the CWA, about the current strike. He said these communications companies have been trying for years to go away from union labor, because the companies can pay contracted workers less, and not give them health insurance. The CWA fights for its members, and the communications companies don't like that. Thats why he thinks Frontier has eliminated 500 jobs in West Virginia.

     Also, recently, a contract worker who came in from out of state, pulled a gun on a West Virginia CWA member. The contract workers are, I'm sure, intimidated by the situation, and due to their fear, could do anything. That is a situation West Virginia doesn't need. Frontier needs to provide the job security the CWA wants, so we can end this strike!

     So, what can we, as every day citizens do to help the CWA? If you are driving past the picket lines, give the striking union members a honk of the horn. The positive reinforcement helps. If you want, I'd bet the CWA wouldn't mind if you picketed with them. I would ask first.

     The top one percent keeps on getting more and more of the wealth in our country. It is time for average citizens to stand up and say enough is enough. This far, no farther! We must remain united, support each others unions. (The CWA strikers in Fairlea said that local teachers were showing support, which is fantastic! Good job guys!) We can take our country back from the 1 percent! We have to stick together, and REMEMBER IN NOVEMBER AND VOTE FOR DEMOCRATS! (Voting for me in the May 8th primary would be great too!)

VOTE FOR VANNOY: SOCIAL SECURITY BENEFITS SHOULD NOT BE TAXED BY THE STATE

     It may come as a shock, but West Virginia taxes social security benefits. West Virginia is one of only four states in the USA that taxes social security benefits without any exemptions, at the same level as the federal government. To quote the CNN article below, the federal government taxes Social Security benefits like this,

     "In 1983, Congress enacted an amendment to the Social Security program allowing the Internal Revenue Service to tax up to 50% of the benefits of individuals earning more than $25,000 a year and couples with more than $32,000 in earned income. A second amendment was added in 1993 that further expanded what benefits were taxable. Up to 50% of a retirees’ Social Security benefits become taxable with earned income of $25,000 to $31,999 for an individual, and $32,000 to $43,999 for joint filers. Earned income above these amounts would allow for up to 85% of a Social Security recipients’ benefits to being taxed." 

     In my opinion, Senior citizens should not have to pay taxes on Social Security benefits. Seniors have a hard enough time making ends meet as it is, the government should not be making life any more difficult for some of our most vulnerable citizens. In 2017, the West Virginia State House of Delegates voted to exempt social security benefits for those who make up to one hundred thousand dollars. I think Social security benefits should not be taxed at all, but I still would have compromised and voted for the bill. The West Virginia State Senate did not pass the legislation however, and the Social Security tax exemption did not become law, see the PBS article listed below for more.

     According to the WVnews.com article below, eliminating state taxes on Social Security benefits would cost the state 24 million dollars. Helping our senior citizens make ends meet is well worth the cost. They were working and paying taxes while the rest of us were still children, they helped to build the world around us. Now, we have an opportunity to help them. I say we exempt Social Security benefits from state income taxes.

     Exempting Social Security benefits will also make West Virginia a more popular place to retire, and may convince people to stay in our state when they reach retirement age. West Virginians leaving our state is an old problem, and exempting social security benefits may help convince people to stay. West Virginia is one of only four states that tax Social Security benefits the same way the federal government does. That's a list we should not be on.

     Some of the 24 million dollars that is used to give Seniors this tax break, will come back to the state. Most of the money saved by seniors will be spent right in our communities for groceries, gas, any sort of sales, and sales tax from that will be collected.

     There are ways, without raising taxes on anyone, that West Virginia can make the money back. One interesting way I heard about this week, is legalizing sports betting in our state. If legalized, it is estimated that sports betting can bring in millions of dollars a year. Federally, sports betting is illegal, but that may change soon. There are other ways we can raise money, legalizing recreational marijuana, removing the final restrictions to hunting on Sundays, etc. etc. West Virginia can make this money up, it just takes creativity and the courage to implement.

      Its time for West Virginia to stand up for our senior citizens, and give them the tax break they deserve. Vote for me, Roger Vannoy, in the Democratic primary on May 8th, and the general election in November, and I'll vote to exempt Social Security benefits from income tax in the West Virginia House of Delegates.

VOTE FOR VANNOY: AFL-CIO SURVEY RESPONSES/ESSAY


     As a candidate for political office, I have received my first survey from a group that is looking to endorse candidates. That survey is from the AFL-CIO, and I would really like to have their endorsement. Their questions are pertinent to today's economic condition, and I thought I would share my essay/responses with you, the voter/reader, as you may find these issues important as well.

WHY THE AFL-CIO SHOULD ENDORSE ME, ROGER VANNOY, IN THE 2018 ELECTION FOR THE WEST VIRGINIA STATE HOUSE OF DELEGATES, 42ND DISTRICT
 
     My name is Roger Vannoy, I’m a father of two, a husband, a Marine veteran and an RN. I work 8 am to 4:30 pm, Monday through Friday. My wife works as a contracted state employee in Greenbrier county as a Sanitarian. My mother was a teacher and member of AFT. My brother is also a teacher and member of AFT. My father was a construction worker.

     I see, on a personal level, how the working class is struggling here in West Virginia. The minimum wage is so low, some people think its not worth it to work a minimum wage job. Maybe that’s why West Virginia only has a 53 percent labor force participation rate. Teachers and state employees year after year have more money taken from them because PEIA charges more and covers less. Correctional officers in West Virginia work a hazardous job, for the least amount of pay for their profession in the country. All while the Republican controlled West Virginia state legislature continues to give tax breaks to the wealthy and to corporations.

    If elected to office, I would support repealing the “right to work” legislation, as its really a right to bust unions legislation. I would support reinstating “prevailing wage.” My mother will tell you, when Dad had a prevailing wage job, things were financially a little easier. I would support increasing the minimum wage to 10 dollars an hour. The West Virginia center on budget and policy states that 10 dollars an hour is the very lowest a wage can go and still be considered a living wage. A minimum wage increase would assist 124 thousand West Virginian’s make ends meet. I would support fully funding PEIA, giving teachers and state employees a pay raise and increasing COLA benefits for retirees.

     I would not, however, support “Buy American only” legislation to essentially require the purchase of American made goods with tax payer dollars. If the USA were to enact these kinds of laws, other countries like Canada (whom West Virginia does a lot of business with), Mexico, the European Union, etc. etc will enact similar laws against us. This legislation would create a trade war, a war which America loses. There are more people to sell to outside of the USA than in it. We should be creating trade deals that make going to other countries to manufacture goods less appealing to companies. Trade deals that eliminate child labor in sweatshops, and create workers rights in countries where there are none.

     In conclusion, I hope that you, the AFL-CIO are able to endorse me in the Democratic primary for West Virginia’s state house of delegates 42nd district.  Thank you for considering endorsing me as a candidate,


Next, these are my answers to their questionnaire.

Question 1. Would you support or oppose repealing the Workplace Freedom Act, also known as "right to work"?

     Answer: I would support repealing "right to work."

Question 2. Would you support or oppose reinstating the Prevailing Wage for workers on publicly funded construction projects?

     Answer: I would support reinstating Prevailing Wage. Prevailing wage is a pay scale that respects tradesmen (Masons, carpenters, electricians, plumbers, etc.) by paying them a wage that equals their skills. These men and women work hard at their jobs, and their skills are needed in our society, and should be valued.

Question 3. Would you support or oppose increasing the safety requirements for West Virginia workers, in particular strengthening coal mine safety standards?

     Answer: I would support increasing safety requirements. My brother in law is a coal miner, and periodically, so is one of my nephews. I absolutely would support legislation that would keep them safe.

Question 4. Would you support or oppose the enactment of the strongest possible "Buy American" and "Buy local" legislation to essentially require the purchase of American made goods with tax payer dollars?

     Answer: I would not, support “Buy American only” legislation. See the essay below for more details.

Question 5A. Would you support or oppose pay raises for West Virginia teachers and state employees (including corrections and state police officers)?

     Answer: I would support pay raises for Teachers and state employees.

Question 5B. Would you support fully funding the Public Employee Insurance Agency (PEIA)?

     Answer: I would support fully funding PEIA.

Question 5C. Would you support or oppose providing a Cost of Living Adjustment (COLA) for retired public employees?

     Answer: I would support increasing COLA for retired public employees.
 
     In summary, I believe that these issues raised by the AFL-CIO are important. Except for the one issue, I believe the AFL-CIO and I are in lock step with one another. I hope thats not going cause me to lose their endorsement. I believe in these issues, and I want to see them come to fruition. That's why its important that all West Virginians vote this year. I'am absolutely willing to compromise with the opposing side, but the more Democrats that are elected, the less I will have to compromise. Step one is finding the funds to increase wages, fund PEIA and increase COLA for retirees. If we want to do that by increasing taxes on the wealthy, then the West Virginia state legislature is going to have to be brimming with Democrats. That seems to be an unlikely scenario. Whats more likely is we are going to have to come up with creative solutions to our lack of revenue that both sides can compromise on. Legalizing recreational marijuana can bring in some much needed dollars, as can legalizing sports betting. Making Sunday fully available to hunters during hunting season, instead of just on private property, can make West Virginia a much more attractive place for hunters and their dollars. Compromise will be paramount in accomplishing these tasks. I hope that the AFL-CIO will endorse me, and I hope that you will vote for me, in the West Virginia Democratic primary for the state house of delegates 42nd district on May 8th.

VOTE FOR VANNOY: PUB QUIZ HOME EDITION!

   

     This last Thursday night, my wife and I hosted Pub Quiz as a way of getting my name and priorities as a candidate out to the people. I hope after the night of trivia, more people are considering voting for me, Roger Vannoy, in the West Virginia State House of Delegates district 42 Democratic primary. I hope more people are willing to vote for me because they believe in our ideas to make West Virginia better. It was a lot of fun, going to the Irish Pub on Washington Street always is (thanks to that establishment for allowing me to host trivia!). 1. Answer: False. Marijuana smoke contains Polycyclic Aromatic Hydrocarbons, which are carcinogenic. In fact, marijuana second hand smoke has a bigger concentration of PAH than tobacco second hand smoke. We had a discussion on this one during Pub quiz, people were wanting a separation between marijuana smoke and other forms. I'm trying to point out that marijuana is not completely safe, regardless of route, but I see now that my source only concerns marijuana smoke. So, retroactively, everyone from Pub quiz gets a point for this question, due to the poor design of the question.

VOTE FOR VANNOY: MLK MARCH THROUGH LEWISBURG, WV



     Today, I participated in the 35th Martin Luther King day celebration in Lewisburg, West Virginia. The theme this year is "Our lives begin to end, the day we become silent about the things that matter." Which is a line from Dr. King's "I have a dream speech." There were many speakers, including our town Mayor, John Manchester, the pastor of one of our local churches, Larryette Ellis, and others. The organizes of the march fed everyone. There was a choir that sang wonderfully, and children from local elementary schools read their essays on Dr. King. Going along with the theme of the March, I want to speak up about injustice.

     I'm sure a good deal of Americans know the names Trayvon Martin, Eric Garner and Philando Castile. All three were African Americans, and all three were murdered. The final sad similarity is that all three went without justice, because all three of their killers are free today. These are just three examples of African Americans going without justice. Sadly, we have here in West Virginia, a case that is very like these three examples. On the 21st of November 2016, James Means, a 15 year old African American male, was murdered on the streets of Charleston, WV. James was shot once in the chest, fell to the ground, got up to run away and was shot once in the back, by 62 year old, Caucasian William Pulliam, a man with a history of violence. After the shooting, Pulliam said "that's one more piece of trash off of the street." William Pulliam's trial is set to begin on January 29th of this year. I hope that West Virginia will give James Means the justice he deserves. I hope that we will not join the growing number of states that did not provide justice for African American victims of these crimes. It may have happened before, but this injustice needs to stop here and now. For more on the murder of James Means and the trial of William Pulliam, use any one of the the web sites listed below.

     How did we get here, to a place, where the murder of African Americans, goes unpunished? I don't think I can say. What I can say is that I think we as a society, need to change the way we act and speak about other races and cultures. Having a school named after a Confederate General (Stonewall Jackson Middle school in West Virginia) or known KKK member (Nathan B. Forrest High School in Florida. The name has been changed) sends a confusing message to the students that go to that school. There are quite of few schools named after such men. Follow the mother Jones web address below for a map of such schools. What I can also say, is that there shouldn't be statues of Confederate soldiers or Confederate politicians outside of a graveyard, museum or battleground. These symbols make it look like the USA still supports these men and their cause, which is enslavement of the African American. These symbols send mixed messages to our populace, and we need to correct that message. These statues do speak of history yes, but they belong in a museum. There is ample American history that we can all celebrate. Neil Armstrong landing on the moon, Jesse Owens Olympic victory in Nazi Berlin, Audie Murphy the most decorated soldier in World War 2, Chuck Yeager, the first man to break the sound barrier, the list goes on forever.

     To paraphrase Clint Eastwood in "Heartbreak ridge", "when we start looking like a society that believes in racial equality and justice, soon we'll start feeling like a society that believes in racial equality and justice, and then we will start to behave like a society that believes in racial equality and justice."

VOTE FOR VANNOY, CAMPAIGN WEEK 2 RECAP, CALL TO ACTION!

     Its been another interesting week running for office. I set up my facebook/twitter page for my campaign. Thats "Roger Vannoy for WV House of Delegates district 42" on facebook, and on Twitter, its "@VannoyforWV." I also went to Beckley, WV to protest the Tax reform bill that is working its way through the US Congress. In case you haven't heard, its a tax break for all, but mostly for the wealthy. It will end up costing the US budget 1.5 trillion dollars and it will strip the ACA of its mandate, making the ACA unaffordable to many citizens. Millions of Americans could lose their health insurance. Also the Childrens Health Insurance Program (C.H.I.P.) was not reauthorized after it expired on September 30th. 9 million American children rely on C.H.I.P. for their health care, and Congress hasnt re-authorized it, because Congress isnt sure how to pay for the program. Which means that the Republican controlled U.S. Congress is perfectly willing to give money that we dont have to the wealthy, but funding C.H.I.P. is unaffordable. Its nice to know where their priorities are. So, I went to protest in Beckley with Womens March West Virginia, outside the offices of my Republican congressman, and my Republican Senator. It was good to exercise my freedom of speech in this manner. If enough of the American population were to speak out on these issues, maybe the final version of this tragic bill wont pass, and maybe C.H.I.P. could be re-authorized.

     Also this week, I spoke with the owner/operators of the Irish Pub on Washington Street, and they have agreed to allow my campaign to host a trivia night. I'll have categories that are about important issues for West Virginia and some pop culture and general trivia categories. It will be January 25th and if you are able, come on out and have some fun. Also, bring canned food, if you can. We will make a donation to the local food pantry afterwards.

    That was the second week of my campaign, I look forward to the third. If you are an American citizen, and are concerned about the state of healthcare in our country, if you dont think our government is doing enough to lift its citizens out of poverty, if you feel that our politicians are more worried about giving money to the wealthy than actually helping our citizens, as I do, then I urge you to run for office as well. America needs you.
